The 17% Surge: How Croatia’s Pensioners are Solving the Labor Shortage
With over 37,500 pensioners working in Croatia and a new law allowing full-time employment, generational diversity has become a pillar of economic survival.

In 2025, Croatia’s labor market found an unexpected savior: its retirees. According to the Croatian Pension Insurance Institute (HZMO), there has been a 17% increase in the number of pensioners taking on part-time work, with over 37,500 seniors currently employed (ETIAS, 2025). This "Silver Economy" is a vital response to the country's shrinking working-age population and rising real wages.
As of January 1, 2026, a new legislative measure has officially taken effect allowing retirees to work full-time while still receiving 50% of their pension (Croatia Parliament, 2025). This is a game-changer for industries like retail and manufacturing, which are struggling to find experienced staff. However, managing a team where a 19-year-old Gen Z intern works alongside a 68-year-old retiree requires a specific type of Inclusive Leadership.
Generational friction is one of the most common drains on productivity. To fulfill their CSR commitment, Croatian managers must foster "Reciprocal Mentorship", where retirees share decades of institutional knowledge while younger staff provide digital upskilling. By training managers on "Age-Inclusive Management," businesses can ensure they aren't just hiring retirees to fill a gap, but integrating them to build a stronger, wiser team.
