Portugal Ranks 10th in EU Gender Equality: But is the "Power Gap" Really Closed?
While Portugal ranks 10th in EU gender equality, a stark gap remains between board-level representation (33%) and executive-level leadership (17%).

Portugal has officially entered the "Top 10" of the 2025 EU Gender Equality Index, a significant achievement that reflects a decade of targeted legislative work. Much of this progress is driven by the "Power" domain, where the share of women on the boards of listed and state-owned firms has reached the 33% threshold required by national law.
However, beneath this headline success lies a persistent "Executive Gap." While board quotas have balanced the oversight of companies, the operation of companies remains heavily male-dominated. According to EIGE 2025 data, women still hold only 17.4% of executive board roles in listed Portuguese firms. This means that while women are increasingly "at the table," they are rarely at the "head of the table."
To reach the next level of CSR excellence, Portuguese organizations must move beyond "Board-only" parity. True Equity requires a focus on the middle-management pipeline, where many women get stuck due to a lack of sponsorship and the "motherhood penalty." Managers must proactively identify where the pipeline is leaking and implement sponsorship programs that ensure the 10th-place ranking translates into 1st-place executive performance.
