From Permits to Belonging: Why Croatia is Shifting Focus to Long-Term Inclusion
As new work permits in Croatia drop by 14%, a 20% surge in renewals shows that the focus must shift from temporary hiring to long-term social integration.

After three years of explosive growth in the foreign labor market, 2025 marked a "recalibration" for Croatia. Data from the Ministry of the Interior (MUP) shows a 39.2 14% decrease in new work permits granted during the entire year compared to 2024 in the first nine months of the year (MUP, 2024; MUP, 2025). This slowdown is tied to the updated Law on Foreigners, which introduced tighter rules for recruitment and closer monitoring of labor standards.
However, the headline isn't the drop in new permits; it’s the rise in renewals. MUP data shows a 23.5 20% rise in permit extensions, meaning the 70,275 113,000 foreign workers currently in Croatia are increasingly choosing to stay (MUP, 2024; MUP, 2025). Furthermore, a recent survey revealed that 19.5 % of these workers now express a desire to settle in Croatia permanently (Alfeo and Micak, 2025).
For Croatian businesses, the CSR challenge has shifted from "logistics" (getting workers here) to "Inclusion" (helping them belong). If 1 in 5 foreign workers wants to stay, your company's social responsibility includes providing language support, cultural integration, and ensuring that Equity applies to the Nepalese, Indian, and Filipino workers just as much as local staff. Inclusion is now the only way to stabilize Croatia's labor market and ensure long-term business continuity.
