5,393 and Counting: Lessons from Malta’s Disability Employment Surge

With disability unemployment in Malta at record lows, the focus must shift from basic hiring to providing managers with the tools to support long-term productivity.

Malta is currently reaching a historic milestone in social inclusion. According to the latest Jobsplus data for 2025, the number of persons with disabilities in employment has risen to 5,393, a record increase of over 1,700 individuals in just six years. At the same time, the number of registered unemployed persons with disabilities has fallen to just 222.

This success is the result of a maturing CSR landscape where the 2% employment quota (for firms with 20+ staff) has transitioned from a legal requirement to a blueprint for success. However, the work is far from over. A 2025 stakeholder survey revealed that while the hiring is happening, 72% of employers still believe they lack sufficient internal guidelines on how to measure the performance and productivity of employees with disabilities accurately and fairly.

The gap is no longer about "willingness" to hire; it’s about "readiness" to lead. Managers often fear the "cost" of accommodation, yet 2025 research shows that the most impactful changes, like flexible scheduling or assistive software, frequently have low financial costs but high returns in employee loyalty. By providing managers with localized assessment frameworks and training, Maltese businesses can transition from basic quota compliance to a culture where every one of those 5,393 workers can lead a career, not just hold a job.
